PAGE Kazakhstan Transition Ceremony

At the 4th ECOJER Congress in Astana, Kazakhstan celebrated, on 22 October 2024, achievements under PAGE over the past five years and opened a new chapter for the country to sustain its efforts towards advancing an inclusive green economy.

On this occasion, PAGE and national partners collaborated to hold a PAGE Kazakhstan Transition Ceremony involving members of the government, representatives of state bodies, international organizations and UN agencies, as well as business leaders. 

This event was an opportunity to review key realizations, including the development and adoption of Kazakhstan’s Environmental Code, Carbon Neutrality Strategy, and Green Economy Concept, and discuss future opportunities.

Since 2019, PAGE in Kazakhstan has carried out analytical work in best available technology, carbon tariffs, and fiscal reform, the social-economy impact of coal phaseout, and more. This analytical work is critical to enabling evidence-based, informed policy making in Kazakhstan. Key work included sustainable development, industrial carbonization and waste management.

PAGE work in Kazakhstan covered SDG 3 (Good Health and Well-Being), SDG 13 (Climate Action) and SDG 7 (Affordable and Clean Energy) – through a focus on waste management and related energy and emission related challenges and opportunities; SDG 9 (Industry, Innovation and Infrastructure), SDG 8 (Decent Work and Economic Growth), SDG 12 (Responsible Production and Consumption), and SDG 15 (Life on Land) – through a focus on BATs.

The Congress also paid special attention to the review of Kazakhstan’s contributions to the 10th anniversary of the Paris Agreement (NDC) at the National Level. “In Kazakhstan, the UN Country Team has offered over 30 types of support to the Government to enhance its NDCs, aiming to raise ambition and align national efforts with the 1.5°C goal.” noted Katarzhina Waviernia.

Topics such as sustainable public procurement, industrial decarbonization, waste management and financial reforms were also discussed.

Amidst challenging international and domestic circumstances, in the period 2019-2024 Kazakhstan’s commitment to alternative economic growth based on environmental sustainability and social inclusiveness was reconfirmed at each turn. According to Lazzat Ramazanova, Chairperson of the ECOJER Association Council, Kazakhstan has already taken steps to transform its economy and move away from fossil fuels.

“Yes, it is a challenge, but this path guarantees sustainable economic growth and a high quality of life. Foreign investment must be channeled exclusively into green projects in the coming years. This is an opportunity for Kazakhstan to take a leading role in Central Asia by successfully balancing environmental care with economic benefits,” said Lazzat Ramazanova.

ECOJER is the Kazakh association of regional environmental initiatives that promotes sustainable economic growth in the country, ensuring that the industry and businesses are environment friendly.

PAGE is a flagship initiative that helps countries transition to green, circular, and inclusive economies. It brings together the expertise of five UN agencies – UNEP, UNDP, ILO, UNIDO and UNITAR – that supports 22 partner countries in their transition to an inclusive green economy by providing policy advice, assessments, capacity development and analytical tools outputs.

UNITAR is the lead coordinating agency for work carried out by the partnership in Kazakhstan. Kazakhstan joined officially the partnership in 2018.

PAGE is funded by European Commission, Germany, Republic of Korea, Sweden with past contributions from Norway, Finland, Switzerland.
