Leveraging collective knowledge | 04/11/2024

Over the past years, PAGE has established close collaboration with UN Resident Coordinator Offices and UN Country Teams to provide economic expertise and policy advice on green economy principles, enhancing global understanding, and leverage the UN System for green economic transformation. The interview series “Keeping up with the United Nations” raises awareness on these fruitful collaborations at the country level and global level.

PAGE began its work in Peru in 2014, focusing on the efficient use of resources, enhancing environmental quality, and creating green jobs. Since then, PAGE has supported integrating green growth into national planning, implementing policies related to green sectors and themes, and strengthening both individual and institutional capacities to foster lasting change.

By 2023, Peru approved strategic plans for sustainable development, focusing on competitiveness and a green economy. While Peru experiences a high political turnover, green initiatives continued to promote green jobs, entrepreneurship, and industry, aiming for inclusive green growth and capacity building among public servants.

Luz Fernández Garcia works with the United Nations in Peru as Head of Office for the Resident Coordinator’s Office. She coordinates the work of UN agencies in the country, ensuring their support aligns with national development priorities, the 2030 Agenda, and the Sustainable Development Goals (SDGs).

She holds a PhD in Environmental Engineering from the Technical University of Madrid (UPM) and has over 15 years of experience working with the private sector, civil society organizations, and multilateral institutions. Her expertise includes designing, monitoring, and evaluating socio-environmental projects and analyzing climate policies in developing countries.

In this interview, she tells us more about Peru’s priorities to transition towards a more circular and inclusive economy, providing an overview of current trends in the country.

My role at the UNRCO in Peru has evolved over time. I initially joined as the Economist, where I played a key role in integrating inclusive green economy aspects into the Common Country Analysis (CCA), ensuring that sustainability was a central pillar of the UNSDCF. Currently, I serve as acting Head of Office, leading the team to enhance joint initiatives across UN agencies. Drawing on my background in environmental issues, I actively promote projects that align with inclusive green economy principles, supporting Peru’s transition to sustainable development while addressing national priorities and the SDGs.

The green economy in Peru is progressing, albeit slowly. The country is increasingly aware of the need to balance its economic development with environmental sustainability. A good example of this is that there is growing interest in circular economy initiatives, renewable energy development, and green infrastructure. However, challenges persist, including addressing social inequalities and ensuring that environmental policies foster inclusion and equity. The trends I see include a stronger focus on climate-smart agriculture, digital transformation to support sustainability, and efforts to involve indigenous communities in green initiatives, ensuring no one is left behind.

The webinars organized by PAGE for the networks of economists within the UNRCOs and UNCTs have been extremely helpful in promoting knowledge exchange and reinforcing collaboration on green economy topics.

Los seminarios web organizados por PAGE para las redes de economistas dentro de las OCR y los Equipos País (UNCT por sus siglas en inglés) han sido extremadamente útiles para promover el intercambio de conocimientos y reforzar la colaboración en temas de economía verde.

PAGE plays a key role in supporting countries, by enhancing their understanding of how green economic policies can drive sustainable development. A relevant example from Perú is the study “Quantitative Illustration of the Contribution of Policies Promoting Environmental Sustainability to the Sustainable Development Goals”, developed by the Research Center of the Universidad del Pacífico in Peru. The study highlights how policies promoting environmental sustainability can have broad, positive impacts on various sectors. These include social benefits such as reduced poverty, improved nutrition, and better health outcomes, particularly in respiratory health. Additionally, the study shows that these policies can drive positive changes in the labor market and contribute to the country’s overall economic transformation, demonstrating how green policies can have tangible economic impacts in Peru.

Given the significant inequalities in Peru, where more than half of the population faces food insecurity, advancing the green economy must include the transformation of food systems as a priority area. This transformation can encompass a variety of strategies, from climate-smart agriculture to circular economy approaches like reducing food waste. Such initiatives will not only provide environmental benefits, such as reducing emissions and improving resilience, but also lead to productive benefits, enhancing agricultural productivity and creating new jobs. Additionally, improving nutrition and reducing diet-related diseases will contribute to better health outcomes. These changes will positively impact both social equity and environmental sustainability, supporting a more inclusive and sustainable economy.

PAGE’s strength in Peru lies in its ability to provide technical expertise. As mentioned in a previous response, one key example of collaboration between PAGE and the UNRCO team is the Quantitative Illustration of the Contribution of Policies that Promote Environmental Sustainability to the SDGs, a study conducted by the University of the Pacific with PAGE’s support. This report played a crucial role in updating Peru’s Common Country Analysis (CCA), offering valuable insights on how green policies can drive economic and social benefits. Furthermore, the webinars organized by PAGE for the networks of economists within the UNRCOs and UNCTs have been extremely helpful in promoting knowledge exchange and reinforcing collaboration on green economy topics.
