As part the Climate Change Act revision, PAGE Thailand took part in a dialogue hosted by the National Human Rights Commission of Thailand (NHRCT) and the United Nations High Commissioner for Human Rights on 28 February 2025.

In its review, PAGE Thailand identified areas for improvement including expanding carbon tax coverage, enhancing data systems and access, increasing public awareness, ensuring strong financial mechanisms and promoting revenue redistribution for climate justice and a just transition. PAGE National Coordinator Suwimol Wattanawiroon highlighted the importance of revenue redistribution to mitigate social and economic impacts while boosting climate initiatives.

Ms. Kaiyoorawong, NHRCT Commissioner chaired the dialogue. The event included Ms. Morgera, UN Special Rapporteur on Climate Change and Human Rights and around 40 representatives of the civil society attended.

Thailand is implementing initiatives to advance decarbonization efforts. The new Climate Change Act is currently open for public comment and seeking feedback from the UN Country Team Thailand. The new Act seeks to reduce greenhouse gas emissions and achieve net zero through economic and financial measures like carbon taxes, emission trading systems, and a climate trust fund to promote climate initiatives.

Thailand joined PAGE in 2019, with the Office of the National Economic and Social Development Council serving as the government’s focal point for this initiative. UNIDO and ILO are the primary implementing agencies, with UNIDO leading the coordination of the PAGE project in Thailand.
PAGE and its partners are focusing on carbon emissions trading scheme, waste management and the Bio-Circular-Green Economy within the agricultural sector.

The United Nations Partnership for Action on Green Economy brings together five United Nations agencies; UNEP, UNDP, ILO, UNIDO, and UNITAR, whose expertise and support assist and lead partner countries towards their transition to an Inclusive Green Economy by providing policy advice, assessments, capacity building and analytical tools outputs.
