PAGE at the Summit of the Future 2024 | 25/09/2024

As part of the Summit of the Future 2024, PAGE and its partners put forward the key challenges and opportunities for scaling up and accelerating a just transition to greener and more circular economy models with SDG dividends for all at a side-event held on Monday 23 September in New York.

The side-event “Green and Circular—Can it be Fair? Joining Forces for a Just Transition” provided a platform for sharing integrated social, economic and environmental solutions within and across the agendas of the three Rio Convention COPs in 2024 and linked MEAs, and a platform for enhancing South-South and Triangular Cooperation. More than 50 senior officials, policy makers, advocates, entrepreneurs, and practitioners engaged in the highly interactive discussions.

The event was organized jointly by a group of global green and circular economy initiatives including PAGE, GACERE, GFPN, GGKP, GEC, and the EU SWITCH to Green Facility.

We stand at a critical crossroads. The circular economy is not just a concept; it’s the blueprint for our survival and prosperity. Today’s discussion is about systemic change and coordinated efforts including all stakeholders. The aim is scaling the solutions we need to reduce waste, regenerate natural systems, and create jobs, especially for women and those in marginalized communities and the informal sector. This is how we move from ambition to real impact.

To tackle the planetary crisis, social justice within and between countries needs to be at the heart of green policies, not just an add-on.

The event aimed to showcase inclusive solutions for advancing a just green economic transition including fiscal policies and repurposing of harmful subsidies through whole-of-government and whole-of-society policy frameworks; advocate for integrated solutions within and across the agendas of the three Rio Convention COPs in 2024 and linked MEAs, and for the incorporation of green and circular considerations into national and sectoral policies; and provide a platform for South-South and Triangular Cooperation on green and circular economy for the just transition including from informal to formal sector livelihoods.

The panel and participants discussed various solutions to accelerate a transition towards environmentally sustainable economies and societies for all.  Apoorva Arya talked about how businesses need to be incentivised to ensure they spend more money on designing better products, designing for disassembly, and better materials than plastics.

Participants also recognized the fundamental role of South-South and Triangular Cooperation to scale up and accelerate the just transition – not only through government-to-government cooperation, but also knowledge sharing and peer-to-peer learning between entrepreneurs and private sector entities, as well as between Indigenous Peoples.

Jonas Haertle, Chief, Office of Executive Director at UNITAR, underscored the need to address the question of fairness and social justice in order to accelerate to accelerate the transition towards green and circular economies. He concluded that “we shall judge our success, not only by investments flowing towards cleaner technologies and circular business models, but how these new economic opportunities are benefitting the most vulnerable in society”.

This is not about managing today’s crises, but about transforming our economic models to protect biodiversity, promote equity, and build resilient, circular economies that work for everyone. PAGE brings together the expertise of five UN agencies UNEP, UNIDO, UNITAR, UNDP, ILO. Currently, 22 countries joined PAGE.

The EU SWITCH to Green Facility aims at contributing to the transition to green and circular economies in partner countries.

The Global Alliance on Circular Economy and Resource Efficiency (GACEREis an alliance of governments at the global level willing to work together on and advocate for a global just circular economy transition and more sustainable management of natural resources at the political level and in multilateral fora.

The Green Fiscal Policy Network was established by a partnership between the United Nations Environment Programme (UNEP), the International Monetary Fund (IMF) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to promote knowledge sharing and dialogue on green fiscal policies.
