2023 Annual Report

A wide network of UN Resident Coordinators benefitted from regional dialogues on new frontiers on economics and a comprehensive training programme on macro-economic modelling, delivered jointly with the UN Development Cooperation Office. Targeted policy advice was offered to Argentina, Cambodia, Mauritius, Thailand, Kazakhstan, Rwanda, Peru, Guyana and Indonesia through the Green Transformation Economic Advisory Mechanism – Green TEAM.

PAGE, through its engagements at the 2023 High-Level Political Forum and COP28, underscored its commitment to fostering dialogue and collaboration among influential stakeholders to advance the transition to a green and fair global economy. PAGE facilitated high-level discussions on circular economy with the EU, ministers and government representatives from Germany, Finland, Morocco, Indonesia, Portugal, Argentina, India, and Peru.

In a series of featured interviews, ‘People at the heart of PAGE’ from governments in Senegal, Peru, South Africa, Indonesia Argentina, Mato Grosso, and Uruguay highlighted their experiences, views, and insights on how the green economy is evolving in PAGE countries. In addition, technical experts delved into specific themes including just transition and green jobs in Asia-Pacific region, the green transition in the industry sector and the new frontiers of economics.

This year, the 5th Global Academy on the Green Economy embraced South-South Collaboration as an integral part of its agenda. Delegates from 22 countries exchanged first-hand experiences in key policy reforms that advance a green economic transformation. More than 500 representatives came together in the 2023 Regional Green Economy Forum in Central Asia, discussing common challenges and solutions for scaling up green initiatives.

Pledges to PAGE have surpassed a total of USD 100 million in 2023, allowing PAGE to start from solid grounds into a next phase of strategic policy advice and knowledge exchange under its updated Strategy. PAGE thanks its funding partners for reaffirming a shared vision, with a new 10 million contribution from the EU Commission, along with separate agreements worth a total of USD 2.5 million from the Republic of Korea and Sweden.

Since PAGE’s inception, 44,336 learners completed courses of PAGE’s e-learning portfolio focused on sustainable finance, green economy and trade, green industrial policy, and green fiscal policy – contributing to improved knowledge on inclusive green economy. 90 delegates from PAGE and other countries benefitted from self-guided learning modules, training sessions and master classes on key green economy topics at the 5th Global Academy on the Green Economy, offered in three languages.

Cambodia officially launched the PAGE programme in 2023, reinforcing the commitment toward sustaining the country’s economic growth on an environmentally sustainable and socially inclusive trajectory. On this occasion, the Cambodia Development Resource Institute presented the findings of the scoping study conducted in collaboration with PAGE, which will guide the policy and capacity-building support for Cambodia’s green economic transformation.

The government of Guatemala held the first National Forum on Inclusive Green Economy to discuss public policy solutions for the country’s challenges. The forum brought together over 100 representatives from the Ministry of Environment and Ministry of Economy, the United Nations system, and other actors such as academia, the private sector and civil society. The event provided an opportunity to establish new networks focused on inclusive green economy and to present to a national audience the work in progress and first results of PAGE in Guatemala.

Morocco developed a new National Strategy for Sustainable Development to be presented for adoption in early 2024. The strategy benefitted from policy assessments on waste management, water governance and the use of green hydrogen in key economic sectors. Showcasing these contributions, the Ministry of Energy Transition and Sustainable Development hosted the second edition of the Green Crossroads Conference – a platform for green economy actors to harmonize their efforts. By bringing 500 leaders, decision-makers, and experts, the PAGE Green Crossroads Conference kept its promise of becoming the key event for exchanging ideas on strategies on green economy in Morocco and in the region

Argentina witnessed a significant shift in its employment policy in 2023 with the launch of the Green Jobs Programme by the government. This initiative focuses on advancing decent work while integrating environmental sustainability in both, traditional and emerging sectors such as renewable energy. It serves as a model of coordinated environmental and employment policies. The programme aims to facilitate the access to vocational training and assist companies and workers in addressing potential adverse effects stemming from labour market changes.

Burkina Faso successfully hosted the 2^nd National Green Economy Academy under the theme ‘Green Economy, a factor of community resilience for sustainable peace in a context of climate change and security challenges’. The country leveraged its own national resources and mobilised international support to organize this major event. This showed the ownership of the government and the continued efforts of the authorities to advance the green economy beyond PAGE support.

Kazakhstan has taken a major step towards sustainability by adopting a carbon neutrality strategy 2060. This strategic decision was approved by Presidential Decree in February 2023. The strategy provides a comprehensive plan to reduce carbon emissions, promote low-carbon development, and develop renewable energy sources. For its implementation, the country intends to create a favourable investment climate for the decarbonization of economic sectors and the modernisation of enterprises along with support for the socially vulnerable population.
